$28.00 per hour
Full-Time – 36 hours per week
Women’s Place of SouthNiagaraInc. is seeking a motivated, mature individual for the full-time position of Program Manager for our Welland shelter, Serenity Place.
Reporting to the Executive Director, the Program Manager will be a member of the Management Team.
The Program Manager is responsible for overseeing the management of the day-to-day delivery of programs and services in the shelter and supervises the Outreach Programs and facilities management of the shelter. In conjunction with the Executive Director, the Program Manager is responsible for maintaining positive labour management relations. The Program Manager supports the Executive Director in the implementation and execution of the goals and objectives of the organization’s Strategic Plan, as well as other project based and community activities that ensure we are being accountable to our funding bodies; enhances the quality of services we deliver and furthers the interests of the agency in a manner which is consistent with the agency Mission, Vision and Value Statements, various legislation (i.e. Human Rights, Occupational Health and Safety Act, AODA) including the development of practices which promote the quality of work life and empowerment of staff.
Key Responsibilities:
Coordinate the recruitment, screening, interviewing and training of new employees and participate in the hiring of other staff as requested by the Executive Director or other members of the Management Team.
Supervise, train and conduct Annual Performance Appraisals of staff reporting directly to the Program Manager.
Ensure all procedures and management practices are consistent with the Policies and Procedures of WPSN and/or Collective Agreement where applicable.
Actively work at implementing positive labour management relations and ensure any issues or concerns are communicated to the Executive Director as required.
Ensure professional development opportunities are communicated to staff on a regular basis and that staff training needs are effectively addressed throughout the year.
Ensure that directions to staff and staffing schedules are in compliance with legislation (i.e. Employment Standards, Occupational Health and Safety Act) and the Terms and Conditions of the Collective Agreement where applicable.
Foster a spirit of teamwork and unity among department members that allows for disagreement over ideas, conflict and expeditious conflict resolution, and the appreciation of diversity as well as cohesiveness, supportiveness, and working effectively together to enable each employee and the department to succeed.
Consciously create a workplace culture that is consistent with the overall organizations and that emphasizes the identified mission, vision and values of the organization.
Manage the overall operational, budgetary, and financial responsibilities and activities of the department.
Make business decisions that are financially responsible, accountable, justifiable, and defensible in accordance with organization policies and procedures.
Review performance data that includes financial, statistics, and activity reports and spreadsheets, to monitor and measure departmental productivity, operational plans, and overall effectiveness.
Supervise the Housekeeper to ensure that she performs the daily and periodic work associated with building maintenance and facility management services including procurement and contracting of facility operations, grounds management and maintenance services for the shelter.
Assist programs in planning the work and the optimal use of placements and volunteers.
Regularly monitor the ability of programs to meet their Operational Plans including statistical targets and the preparation of Quarterly Reports in accordance with published deadlines that enable us to meet funder’s requirements and deadlines. Adequately respond to problems in this area in consultation with the management team and staff.
Ensure effective case planning is occurring for clients of the agency by monitoring shift change, documentation, action and case planning, case consultation sessions, and lead the Adult Residential Unit staff meetings. This can also include developing methods whereby staff can effectively monitor a client’s case plans, monitor her intervention and identify needed action in a pro-active fashion.
Assist staff in responding to serious issues within the shelter, including high security concerns, client conflicts, client complaints, emergency shift coverage and serious occurrences.
Network with other community agencies, the police and government agencies to ensure the efficient delivery of client based programs. This would include attending police liaison meetings, social service meetings, obtaining clarification for staff, arranging in-house speakers etc.
Ensure coordination between adult and child youth, transitional housing, family court support and housekeeping and Domestic Violence Consultant working out of FACS.
Consult with Executive Director, Program Manager at other shelter, to problem solve on effective ways to handle problem situations.
Be an Ambassador for WPSN and work in a co-operative and collaborative manner with community partners and members of the public as needed or requested.
The ideal applicant will have knowledge of the issue of woman abuse, counselling practices and community service; a University Degree in Social Services or a related field is required. The applicant will be an effective communicator in written and verbal forms; have strong problem solving, conflict resolution and interpersonal skills; well developed decision making and organizational skills; and have the ability to work effectively as a member of a team or independently. Demonstrated management skills and abilities and a minimum of 3 years of supervisory experience in a non-profit, confidential, social services environment are preferred.
The ability to work some evenings and weekends is required to meet the changing needs of program and service delivery and to respond to emergency calls and being on-call on a rotational basis. A valid driver’s license, First/Aid Certificate and the submission of a Criminal Reference Check for the vulnerable sector are required.
