Please note: This is a permanent part-time position.
Based in St. John's, the Administrative Specialist provides administrative expertise to assist a unit, department or operation in the management of activities and the identification, sourcing, and allocation of human and financial resources. The Administrative Specialist will be responsible for the preparation and posting of weekly schedules for all Newfoundland's news and current affairs staff and will work daily with Senior Management to ensure resources are scheduled accordingly to meet all programming needs. While work must conform to CBC standard operating and administrative procedures, there is both opportunity and a requirement for independent judgment, analysis and decision-making in this position. Daily contact with employees will be required to ensure schedules and timecards are correctly managed.
Key Tasks:
Produces, maintains, and posts final weekly schedules for all Newfoundland news, online, and current affairs staff. Follow-up with management and editorial leaders required to ensure compliance with the Collective Agreement.
Provides expertise and analysis at the production or departmental level with recommendations in developing weekly schedules.
Provides input and advice to assist in the establishment or modification of operating standards, procedures or business practices related to scheduling. Provides guidance and makes decisions regarding reassigning staff to various functions based on skills, operational needs, and deadlines.
Contributes to the planning process by analyzing the requirements for facilities, resources and/or personnel, including leave management, overtime analysis, and scheduling issues.
Prepares, or supervises the preparation of standard contracts and authorizes them.
Monitors contract language and recommends improvements in forms, clauses or contracting practices.
Identifies potential suppliers, reviews the quality of their products and/or services, negotiates price and delivery and follows up to ensure total compliance.
Prepares specialized, non-standard contracts or agreements, ensuring compliance with all relevant collective agreements, legislation, industry standards and CBC policy, practice and procedures.
Prepares, or assists in the preparation of budget forecasts as related to scheduling and staffing. Approves departmental and/or production-related expenses within delegated authority. Monitors and reconciles expenditures and revenues, issues invoices, and deposits receipts. Prepares regular or ad hoc status reports.
Provides consultation and advice to internal and external clients regarding the use of CBC broadcast facilities; recommends resources to meet their needs, negotiate fees, conclude contracts, coordinate the event activities and manage the related logistics.
Assists managers in the analysis of financial data for planning and budgeting purposes, as well as to facilitate the ongoing management of the operation.
What you bring:
A recognized business administrative degree or a minimum of 3 years payroll/scheduling experience.
A solid understanding of how the news and current affairs operations work at CBC and of the assignment process at CBC.
Solid understanding of the scheduling system and how it interacts with other CBC payroll applications.
Knowledge of ScheduAll, including use of reporting features.
Proficiency in Microsoft applications (Excel, Word, PowerPoint)
Excellent organizational skills and time management skills with the ability to prioritize and work independently.
Demonstrated ability to deal with difficult situations in a high pressured environment.
Demonstrated ability to make decisions independently, knowing when to seek advice or assistance.
Excellent communication (written and verbal) and interpersonal skills. Diplomacy is a must.
Ability to maintain confidentiality.
